The CEFR Reading Diagnostic Tool (CEFR-RDT) is an assessment innovation developed to identify the reading proficiency levels of Year 6 pupils in Malaysian primary schools. Although the English language curriculum is aligned with the Common European Framework of Reference for Languages (CEFR), teachers may have limited access to practical diagnostic tools that clearly indicate whether pupils are performing at Pre-A1, A1, or A2 level. This can make it challenging to identify learning gaps and plan appropriate interventions, particularly in mixed-proficiency classrooms. The tool consists of 45 multiple-choice questions designed according to three CEFR proficiency bands: Pre-A1, A1, and A2. Different score weightings are used to reflect the increasing difficulty across the three levels. Pupils’ total scores are converted into percentages and classified into corresponding CEFR reading bands. The assessment design was inspired by the banding approach used in the TOCFL, while its content and descriptors were developed with reference to the CEFR framework and the Malaysian English language curriculum. A pilot involving 42 Year 6 pupils demonstrated the tool’s potential to provide teachers with a clearer picture of pupils’ reading proficiency. The results can support differentiated instruction, targeted remedial or enrichment activities, and transition planning for secondary education. As a structured and ready-to-use diagnostic assessment, CEFR-RDT offers a practical approach to bridging CEFR policy and classroom assessment practice.
